State Hluttaw Urging State Government to Reduce the Unnecessary Expenses

Regarding to budget of Kayah State 2020-2021 fiscal years, the Public Accounts Committee from State Hluttaw urged particularly state government to reduce the unnecessary expenses and to prioritize fulfilling the emergency needs of public more.

“There more vehicles than officers in some departments and government departments in our state. For instance, three vehicles for two officers in office. Besides, we saw there are sometimes repair and maintenance fee requested including the petrol/transportation fee. Regard to this, they do not ensure whether it is really required to repair or not. What we saw here is some members of public accounts committee said they audited and changed where needed. Actually, they didn’t and claim the money as usual. So, it is just our advance notice to not happen using public budgets like this again.” the member of Public Accounts Committee, the MP of Hpruso Township Constituency-2, U Khin Maung Tun (Nickname) Naw Ei, responded to media question on May (7), at the 2nd Kayah State Hluttaw Emergency Meeting, related to the draft budget allocation plan of 2020-2021 fiscal year.

It is also emphasized the Supervisory Committee of Motor Vehicles to cooperate together to reduce any waste of public budgets and to carefully audit the real situation in field whether the officers repair and use the vehicles. The Supervisory Committee of Motor Vehicles is the committee who provides the allowance.

It was urged to reduce the high expenses of supervision and management, and the cost of staff buildings construction, and to prepare and allocate the direct effective budgets for publics.

“Next time, I think we should make it clear and prioritize the urgent need of public if it is not that important yet.” said U Khin Maung Tun (nickname) Naw Ei.

The committee recommended the State Auditor General to include the actual findings in upcoming reports and submits to Hluttaw and also to remind other related departments.

This is the auditory report of Public Accounts Committee presented by the Representative of State Hluttaw U Khin Maung Tun in response to the budget allocation submitted by the State Minister of Planning and Finance U Maw Maw at the Kayah State Hluttaw Emergency Meeting in order to get the State Hluttaw approval on their draft budget allocation in accord with the departments’ budget under 2020-2021 fiscal year.

It said there are (5) central organizations, (18) departments, and (1) development affairs department totally (24) entities. Among those (24) entities, the requested budget allocations for government group, Fire Service Department, General Administration Department, Ministry of Agriculture, Ministry of Health and Sports, Department of Urban and Housing Development, Road Transport Administration Department, Department of Rural Road Development, and Department of Development Affairs are high in the Kayah State budget, 2020-2021 fiscal year.

It said the collected state revenue and tax are low, and the planned budget is lower than the actual amount.

The committee found that since the departments’ targeted tax and revenue collection amount in Table (5) is very low, it is very different with the actual received amount described in auditory report.

The first day of 2nd Kayah State Hluttaw Emergency Meeting (1/2020) is held on May 7, at 10:00AM, in Kayah State Hluttaw Meeting Hall, and it said they will hold the meeting for two days.
