In Loikaw, which is under the control of the military, the junta announced that it had provided a fifth round of financial assistance to civil servants, their families, and civilians displaced by fighting. However, some displaced people on the ground say they have not actually received the aid.

The fifth round of aid was distributed at the state hall on March 11, where the junta-appointed chief minister handed over the funds, and designated representatives received them.

“Since we arrived here, we still haven’t received anything. They said they would only give it to people who had registered as guests for three months. Now it has been about six months, but we still haven’t received it,” said a displaced woman from Hpasawng.

The junta announced that it had distributed 965.52 million kyats in aid for 5,471 households with 18,642 people, covering the three months of October, November, and December 2025.

According to the announcement, each person was supposed to receive 20,000 kyats per month, totaling 60,000 kyats for three months. However, some displaced people currently living in Loikaw say they have not received the payments.

A Loikaw resident said the assistance was mainly prioritized for civil servants under the junta, administrative circles, and people close to the authorities, rather than all displaced civilians.

“People living in Loikaw town are not receiving it. In reality, we are also victims of the conflict. But they mainly prioritize civil servants and those close to them,” a male resident said.

Residents whose homes were destroyed during fighting within the city in September 2025 also said that although the junta announced financial assistance for about 600 damaged houses in Loikaw’s neighborhoods, not all affected households received support.

Following the “1111 Operation” launched in 2023, many residents of Loikaw fled the city due to intense fighting. However, more people have recently begun returning to live in the town, according to local sources.
