Residents of Loikaw have reported that people returning to the city in Karenni State from other regions are being subjected to inspections at junta checkpoints, including checks on their mobile banking accounts.

According to local sources, individuals using digital financial services such as KPay are being subjected to detailed checks. In some cases, this has led to arrests.

“They are primarily focused on tracking money transfers. After detaining someone, they investigate the recipients of past transactions linked to that individual,” a resident explained.
Since March, the military council has been inspecting the personal information of those entering and leaving Loikaw, cross-checking their ID cards with data stored on their tablets.

In March alone, a man and a woman were reportedly arrested, according to another female resident of Loikaw.

Within that month, at least two arrests were reported. According to another local resident, “About three weeks ago, a man was arrested at a checkpoint for carrying two copies of the Karenni State Constitution. Then, around two weeks ago, a woman returning from Taunggyi to re-enroll her child in school and update household registration records was arrested at the State Sports Complex checkpoint after her identification and KPay account were inspected.”

Those who have undergone inspection say that once their mobile money accounts are accessed, all transaction details appear on the junta’s devices.

Locals also mentioned that some of those arrested include CDM (Civil Disobedience Movement) participants, although this has not been independently verified.
